The Estabrook Dam was constructed in 1940 to replace a natural rock ledge at the base of a drainage lake in the Milwaukee River to mitigate seasonal flooding. The new dam allowed the river to be drained quickly during the spring thaw, and still maintain the natural water level the entire year. The land around the lake was developed into Lincoln Park providing swimming, boating and fishing recreational opportunities to the entire community.
In 2009 the Wisconsin DNR (Department of Natural Resources) ordered Milwaukee County to draw down the lake and make repairs to the dam before operating again. The citizens of Milwaukee County have been diligently waiting for the County to complete repairs and restore the river ever since.
